Technician boosts Bite's and Fake Out's power with the latter hitting surprisingly hard thanks to the combination of Technician, STAB and Silk Scarf. I usually use Persian just to annoy my opponents with Fake Out and then U-turn to safety. Since (as far as I know) Persian is only outsped by Swellow in the tier, it's a great Pokemon to defeat opponents with low health, usually with a combination of Fake Out and Return. Also, it OHKOs Jynx with Bite.
