-Dragon was too powerful so they made fairy its hard counter, same thing they did to psychic being too powerful in gen 1 when they mad dark type. They knew that dragon type in and of itself wasn't the main problem, but mostly that dragon pokemon tend to be hella strong in every stat, so they were probably trying to go the extra mile when they gave fairies immunity to it
-Poison had some of the worst type coverage, only good damage against grass while doing half damage to 4 types and no damage to 1 type. Poison as a type in general wasn't awful, but poison attacks needed a buff and got one by them making fairy weak to it
-fire resisting fairy is kinda weird, fire already resists a lot of attack types. I think they were going for making fire a better defensive type since stealth rock really shut it down
-the bug resistance is pretty hard to defend as bug type has it hard as it hurts 3 types but is resisted by 7
-steel as a defensive type was way ridiculous, previously blocked everything that wasn't super effective against it save for water and electricity (11 types resisted, 1 type immunity) so they removed the resistance to 2 types and gave it a new resistance to one, marginally balancing it a bit. As a an attacking type, it was less than effective as it had type coverage over only 2 types, both of which are easily covered by other types, so they gave more incentive to have steel type attacks since it now is effective against another type
