I haven't watched Pokemon regularly for probably 5 or 6 years, but I drop by for an episode every once in a while. I was rewatching some older episodes from the original series and many of them are actually still funny to me. Team Rocket has some really great lines, especially when they're making fun of the typical kiddie-show stuff Ash's and Misty's lines are full of. There's nothing in the BW dub that even comes close to interesting me. They don't take any risks or have any fun with it.
I'll agree with you that trying to fix TPCI is probably much harder than just tearing it all down and starting fresh with a new company. Maybe they'll do that once people stop tuning in, but I guess it's just a half-hour commercial these days anyway, so I'd be surprised if they bother.
