Hmm I think you are misunderstanding it, that has never happened before.

I'm not talking about random encounters, but about (for example) a Fletching in the overworld that you can talk to and then start the battle.

There is some footage of this with the Game Show demo, but I'm too lazy to search for it right now.

Other games gave out other region's starters but it was always during the post game and after doing a qualifier like completing the Hoenn regional dex or beating Red in HGSS. In XY it's for free and happens during the story.
