But I'd say it's either Mewtwo Y or Sylveon, leaning more towards Mewtwo.
I don't think it being "hurr durr furbait" or anything is relevant. They just want relatively interesting pokemon that are likeable by the mass majority, and who can represent their gen well.
Lucario does this well as it has a lot of personality and resonates with fans well. Zoroark tried along the same criteria, but GF fucked it up by not letting the general god damn populace even get the god damn thing.
Mewtwo Y fits this, as it's already based off of an established popular symbol in the franchise, and represents an entire new mechanic. On top of that, it has a more humanoid apperance, which makes it easier to attatch emotion to, unlike something like Ferrothorn.
