So, what is the criteria for pokemon with mega evolutions?, do they need to be popular?, i don't think kangaskhan is popular, will my favorite pokeyman get a mega evolution?

A mixture of popularity and Gamefreak's faint concern for the metagame.

Popularity I'm certain of because if you Baton Pass from Ninjask to Mega Garchomp it's gonna be fucking insane.

Minor concern for the metagame as pokemon like Mawile were rather lackluster.
