Lots of flashcarts require that you plug them into a computer to put certain files on them before they function, some also need to be updated because if being used on a DSi or 3DS it's possible that a firmware update broke the flashcart's ability temporarily.
I'm not one to give up after spending money on something, I think if you apply yourself you could get it working tonight.
