Dodrio is the best, but Fearow is the wisest choice because you can raise it from the beginning of the game.
They're all shit though, so you're pretty much forced to use a legendary bird for your flier, which sucks if you hate using legendaries.
I spose you could use Aerodactyl but you'd have to level him up and that'd be a waste of time.
