So I want to get back into pokemon

I was a first gen, and tl;dr: want to start from first gen and work my way through but I don't have a gameboy anymore and never had a gba.

Is there a way (or more accurately, how hard is it) to do emulation for the gameboy, gameboy advance on the pc and then get my older-gen pokemon onto my ds?

Handheld emulation more or less is very easy and can run at max speed even on a toaster. I would recommend getting VBA(Virtual Boy Advance) theres others but that the best I know of.

As for getting them transferred to your DS I only know of one way to do that and it requires a bunch of stuff, you can find the guide for that here: http://bulbapedia.bulbagarden.net/wiki/User:Kidburla/Guide_to_transferring_Pok%C3%A9mon_from_an_emulator_to_a_genuine_Nintendo_game

Yeah, I should have put thet better. I've done emulation before, I simply don't/didn't know how much of an arse it would be to get the gen1 pokemon to the gen4/5 games without handhelds.

You can't do that. The Pokemon are entirely different constructs of data. IVs are DVs, EVs are stat experience, there are no natures etc.
