Is every single person with a hacked copypasta Sandstorm team going to bother breed/train those Pokemon in-game in X & Y? Fuck no. This is a genuine opportunity for people to start anew, and I believe that a reasonable portion of the "competitive" community will take the opportunity to experiment with their favorites, without the temptation of hacking for easy wins.
What I am trying to say, is that if you force people to invest time, it will encourage them to do so with their personal favorites, and not Pokemon that they will get bored of in a week.
