The only times they battled Ash was when they were in the middle of an operation and he happened to come across them and fuck it up. Not until episode N did they start stalking him again.
In the Meowth arc, they weren't really after HIS Pokemon specifically, they were after the Pokemon Center's Pokemon and his happened to be part of the package.
