This is GF we are talking about. Look at what they fucking said about starters in this pic.

Equally appealing? Considering all that garbage we got last few gens for starters I doubt they even think about how a shitty type can affect a starter.

So... you haven't paid any attention to Ice types since Gen 1. Always trying to make them Defensive types. They do the same shit to a lesser extent with Rock too. Then they made Chandelure a beastly special attacker with Fire/Ghost typing and made it slow as shit.

So, to answer your question: Yes. GameFreak is stupid enough to make a slow high def Grass/Dark type with shit special def and a near even split between Atk and Sp.Atk. Look at the catastrophe that was Serperior and tell me that GF knows what the fuck they are doing when it comes to starter stats.
