That pic's closer to what it might have had, though even that's pushing it. Skin impressions from adults haven't shown any feathers either.
A baby T. Rex would probably have downy feathers, both for warmth and camouflage.
Tyrantrum's placement of its "feathers" make a bit of sense, for display purposes at least.
