One the one hand it's impossible to argue against the idea that some pokemon are good because of their TMs. But without TMs (or limiting one use per team) you'd probably see a lot more fringe pokemon become competitive. Imagine a world where everyone DOESN'T have earthquake, and thunder/thunderbolt, ice beam, etc, except the few pokemon who come by it through leveling! Sounds like MADNESS
