In Pokémon however, this should be fairly easy: Just trade a Pokémon whose IVs, EVs, nickname, etc. you know to XY and search the RAM for said strings. It's not fool-proof but should work if you don't have very bad luck.
And since there should be large number of developer kits for the 3DS out there, I don't see it as a particular problem to load your own software, at least if you're an expert.
The main problem is how to access the RAM while the game is running, of course. That's probably were the 3DS OS is more advanced than its predecessors, preventing memory access to unallocated segments like all modern OSes do.

However, it'll be probably easier (and way cheaper) to hack the trading protocol, either between players, online or Pokébank. What frightens me is that I didn't hear from anyone who has practiced this with any previous Pokémon games. Thus, while it probably isn't that hard to do, it'll probably take a while until we have that.
In the worst case, we may have a few weeks without the event mons...
