Notice how the man is drinking a cup of something while the Azumarill has something different, which doesnt seem to draw its attention
By his clothes, the man must work on traffic and is taking a rest, which is weird because Azumarill doesn't have any relation to that kind of work, therefore it does not work with him and is not his Azumarill.
My hyphotesis is that the Azumarill is lost and the guy is trying to reassure it while getting info on where it lives.
