The nerfs to both of its types barely affect it. Fairy resists Bug, but it has STAB Technician Bullet Punch. Steel no longer resists Dark and Ghost, but it has Bug type moves to deal with Dark types, and the only Ghost threats are Chandelure (who was already a threat) and Gengar, whose primary STAB (Sludge Bomb) doesn't affect Scizor.
Scizor is immune to Poison and resists Steel, so it will be unaffected by the increase of both of those types. It's more useful than ever now that Fairy exists.
The only problem facing it is Fire, but despite it resisting Fairy the omnipresence of Stealth Rock and Rain Teams doesn't seem to be going anywhere in Gen VI
