Is there any decent Gold/Silver/Crystal hacks? Almost everything I see is Gen3 hacks.

Or a good Gen4/5 hack for that matter.

Well there are a few G/S/C hacks in the package like ultimate end. I haven't tried them though so I can't vouch for quality.

There's not really any Gen 4/5 Hacks other than shit like BlazeBlack and Bloody Platinum, but if you want Gen 2, I got a few you can try.

Noted, I'll give those a run soon. Might start with Ultimate End since it was mentioned twice.

Also, for all Gens, are there any hacks that more or less merge the features of the 2 seperate games together, like everything in the region available instead of exclusive? Even better if it merged them into the 3rd Game for that Gen

Well that White title screen with the Espeon is actually called "Old White" version. Although the title screen and introductory pokemon show an Espeon I have yet to see one

You start out in a university dorm and have to go through the complicated process of collecting professor's signatures in different buildings. One is even hidden behind a single bookcase tile in a library where hundreds of other bookcase titles are (although to be fair you have to play the "one of us is not like the other" game to find it)

You can choose a start from the first 3 gens which is kinda neat

That's the basics of Romhacking. FireRed is often considered the most stable and friendly game to hack, to boot.
In other words, yes, you can easily edit Wild Pokemon locations, Trainer Data, and that sort of stuff with Tools.
