So when a girl chooses these clothes for herself, it's not to be sexual because there's nobody to be sexual to. It's purely for aesthetics and for fun and because they like it. Therefore there's zero harm in that. There'd also be zero harm if a girl actually did want to dress to be sexy.
Now, if you're worried about it sexualizing little girls, and that's unnecessary... It's actually not shoving it in your face at all. It's only like that if you choose to look like that. In which case, you're sexualizing a chibi 3D model of a teenager. You can dress characters super sexy if you want in Sims and that didn't create rampant rapists or anything, and it's not an 18+ game by no means.
Sexualizing little girls in the media is giving a little girl big boobs dispraportionately, or, no boobs but with the actions and dialogue that translates to the viewer "No means yes." Or, the constant upskirting, done in a lewd way. There were some upskirts in Sailor Moon but if you watch the Raws, those aren't even lewd.
