Because its name comes from either Grenadier and/or Brigadier (leaning more toward Grenadier because of those bubble bombs).
His other names also reference various positions in the military save for the German name (just based off "Amphibian") and Japanese (based of Yakuza/head of an organizational section).

So it's seems to be more based off a soldier than a dark hide-in-the-shadows ninja.

First off, it's Brigadier (it matches up with the ranks thing, Froakie = Rookie).

Second, it's some lost in translation thing, since the Japanese name is a reference to the Yakuza gang ranks which resembles military.

Those are just projectiles. Now unless those things explode, then no.

If anything, it sounds more like an underhanded attack. Like you think those projectiles are bubbles, but are actually rocks.

It doesn't need to explode. It already made its point. It uses fake-out projectiles you sometimes see in shonen anime.

It's not even specifically referencing yakuza. Gashira has been used for various positions throughout history and can be taken to mean chief or head. i.e. kanjou-gashira, financial chief.
