Need help with my FT

I'm wondering if anyone can give me advice on making a Ferrothorn with the speed stat of 40. The guys on neoseeker said it was impossible cause the lowest it can be is 68 but I have multiple ones with speed stat at 63 and lower please help.

Done it, all relaxed. All of them have been leveled from 1-100 from eggs. Soon as possible put Power Band on them and maxed EV trained to Defense and Special Defense. Powerbelt and Powerband were both used and I used Tomato Berries. Tried everything pretty much, have a few 100's even retired a shiny

Eh? I thought the two posts above explained it nicely.

You'll need to get your hands on a Ferroseed with a speed-hindering nature (Brave, Relaxed, Quiet, or Sassy), and ensure that it has 0 IVs. Which means you'll either have to breed it, use Pokegen to create one, or download one from Pokecheck.

Then, while EV training it, ensure that it gets absolutely 0 speed EVs.

while breeding, use an IV calculator to see what it's speed IV is. That way you don't have to level to 100 to see what speed it is.

why does it have to be leve 100?
