I'll never play by Smogon's "rules" because anyone who thinks they're better than the devs and have to "fix" the games needs to get their heads out of their asses.

There's a tier for that, the only reason Rocks aren't banned is because there's always a 50/50 split whenever the topic is brought up. No Stealth Rock tier is the testing ground for a potential ban in Gen 6, depending on the results and people's opinions.

There are teams that don't run more than one Pokemon with a rock weakness, and not of all them do it just because they're afraid of pebbles. I just hope No SR tier brings some sort of solidarity to the decision. I'd hate to have 2 separate OU tiers in Gen 6 Metagame too.

That's not true at all. The current no Rocks playlist isn't an OU ladder, it's a "just for fun" ladder that PS decided to try out just to see what might happen.

Smogon isn't doing suspect testing for Rocks at the moment.

30 Pokemon can learn it of which 5 are OU.
Never have too many Pokemon that are weak to Rock.
Volcarona is good because of its stats,its synergy into teams and the support it gets from Rapid spinners.

On that long list, almost all of them are unreliable, have poor distribution, or are too stupid to even consider using.

The one counter to SR is only needed if you decide to run a team that has a glaring Rock weakness.

There is no "counter" for Double Team.

There are several checks, but all of them have extremely poor distribution (No Guard, Aura Sphere, etc) or are completely situational (Blizzard in Hail, Hurricane in Rain, do not strike through Subs).
