So assuming it can learn all "cut" moves, what do you think would be its moveset be?

No Ghost or Steel STAB there though... Yes I know it can learn Shadow Sneak but I'm going for cutting moves.

He should get plenty of multi-hit moves, given the chance to strike twice each turn. I'd be upset if something like Fury Swipes is somehow completely absent from his movepool.

It's not a bug, it's an intentional mechanic. It's part of how No Guard is a double-edged (literally for Doublade) abiltiy, guaranteeing your opponent can hit you with OHKO moves. If it was a bug it would've been fixed in Gen V.
