I look at it as being that not all Pokemon need to have an incredibly impressive evolutionary chain. Some change drastically, some just 'grow up', and some change in odd ways (In this case, coming together and joining up).
Could they have done something better for its evolution chain? Of course they could. Is it lazy the way they did it? I don't necessarily think so, but one COULD INDEED make the argument that Pokemon that evolve by conjoining into multiple would be lazy to some degree.
At the end of the day, however, you just need to consider if it was really a lazy decision, or a decision in the natural evolution of the Pokemon's design. It's a spirit that gained two swords for twice the chance to bring its point across.
