The only time it was ever truly free and without hassle was during third gen to fourth gen when they made use of the dual slots of the original DS. For fucks sake, we didn't even have the ability to trade Pokemon from second to third, do you remember that? You know why? Because the games architectures were too different. Pokemon stats were retooled and the games were designed to run on completely different systems in completely different ways.
The jump from 5th to 6th would've been just as similar as the jump from second to third, because of how different the games were. During the E3 round table they explicitly said they were looking for interesting ways to avoid leaving gens 3-5 behind, because the jump would have been the same as 2 to 3. Pokemon Bank is a system that will fix this issue forever.
We'll never have to worry about our Pokemon not being able to be transferred to a new gen again, now. We'll just use this system from now on till the end of Pokemon. There's no way they could have made this as simple and free as it was the last couple of gens, because there was literally no way to cleanly do so. The games were too different. The app for 5th to 6th transferring is a fucking updater, it updates the stats of the Pokemon coming in and applies them to the bank as Pokemon who can be used by 6th gen.
On top of this it's 5 fucking dollars a year to have your Pokemon stored permanently for the foreseeable future. You can store a Pokemon in there three weeks from now and not pull it out until 20 years later to give to your grandchildren. It's worth it and I like this system. I want to support the shit out of Gamefreak for doing this because it's interesting and it's so much better than some assholes are giving it credit for being.
