Even in game canon for BW2 some Pokemon say their name; Take, for instance, if you do that stupid hollywood film thing. In the 'romance' script, there's a Smeargle, and it goes, "Smeargle smear..."
The only reason why ANY of the games had that incoherent noise is because on gen one they couldn't actually make growling noises, or any noises other than just random shitty noises. The same with gen two and three. Then by the time gen four came around, Gamefreak was all like, "WOAH can't change the formula now! Changing the formula is BAD! Let's always play it safe!" even though they could probably make a real cool GROWLING noise at least by now.
Gen 5 we get some of those growlings, but for the most part, every Pokemon is still it's original pixelated noise that was purely based on not being able to do shit noise wise on the gameboy.
In conclusion, if you're this fucking finecky, when they've wanted to make Pokemon say their names from the beginning (talk to any of the Pokemon throughout the games, sometimes they same they're names, and sometimes they don't. You can assess which Pokemon will in XY through this) then you really shouldn't be playing Pokemon anyway.
Anyway I'm pretty sure not every fucking Pokemon will say their goddamn name you pieces of literal shit.
