I will be VERY surprised if IGN doesn't give X and Y at LEAST a solid 9.
However, I don't think it has a chance for GOTY with Bioshock Infinite, The Last Of Us and especially GTA V.
I played Infinite, it started off great but it really falls apart about halfway through, the combat becomes boring and repetitive and the story becomes this overly-complicated pseudo-intellectual crap that probably impressed a lot of young teenagers, but when you stop to think about it for a little bit it really doesn't make a drop of sense. Also there was barely any weapon variety, and the upgrades were pretty pointless. And after you beat the story, there's literally nothing to do, it's way too linear to enjoy a second time.
GTA V on the other hand has a ton of shit to do, plus the story is at least 30 hours not counting the dozens of side missions for each three characters. Then there's all the properties you can buy, the vehicles you can buy and customize online, the whole stock market thing online, all the other stuff you can do on the in-game internet, the 30+ non-mission side activities in the game, the fact that the map is like five times the size of any other Rockstar games and it's not "empty" like some people thought it would be, all the different weapons and weapon upgrades and vehicles like tanks or attack helicopters to go on rampages with, driving off stunt jumps and scaling mountains and parachuting, and not to mention that multiplayer hasn't even been released yet...I could go on and on but you get the point, if you don't know anything about GTA V then you really must be living under a rock when it comes to gaming.
I haven't played Last Of Us because I don't have a PS3, but I heard it wasn't that good, more of a movie than a game.
