Also if it's specs then you won't have the SpA drop when you use HP fire. Presumably you'd need to predict them though, but once you get into "it counters everything if you predict well enough" then that's not true counters.

Just played a few matches with specs Latios in 1v1. Counters include scarfers, steels, and anything with bulk enough to survive anything it has (which is quite a lot)

That part. It makes it very predictable and easy to play around. Something like Blissey, Chansey, Scizor or Porygon2 can take the hit and heal off the damage on the turn Latios uses DM, and use another move when Latios switches out.
