Everyone will have one Mega per team, but if you want to play games, you can equip two mega stones and decide in-battle which way you want to go. It'd suit the VGC meta better, because as it is now, mega evolutions kinda break it. I mean, if I see a Mawile on my opponent's team in preview, I know he's either bringing Mawile for sure or not bringing a Mega at all.
So he's probably gonna bring Mawile even if it's not an optimal choice. Knowing that is a big advantage for me. If I for example have Garchomp and Blaziken or a few other possible Megas that could work on their own as well, my opponent would have to keep guessing. In the end, everyone in VGC would end up only using the popular megas as to not reveal their strategy.
If, on the other hand, you could have multiple megas in the team but not multiple megas at the same time (or at least in the same pick), having a Mawile in the team preview wouldn't give you a disadvantage, which would probably lead to more people trying it.
