He neactually said anything about deleting it, just implying that it was a hasty decision. And it was, moot just kinda went to /v/ one day and asked if they wanted a Pokemon board. /v/ was pissed that there were multiple Pokemon Generals on the frontpage so they said yes.

I was there on that day. There were multiple generals on /v/ front page because the old thread was exactly at its bump limit when a few posts were deleted, then someone else came along and bumped it after a new thread had been made. /vp/ was born from a freak coincidence.
