i don't think anyone really hates milotic apart from contrarian hipsters being retards.
you see all sorts of pokemon getting hate, but never pokemon like milotic or cofagrigus.
they're both good pokemon competitively too

It's bulky, and dishes out lots of damage. I definitely like it, but the reason I get scared of it is because it isn't an easy KO.

I'm not the same guy, but I agree. Milotic has a decent hp and special attacck, and great special defense. Add that coupled with the fact that most electric are special makes it hard to to take out. And I personally don't carry a pokemon with physical grass attacks

I actually use it in OU and it's a very reliable and makes me sort of glad that it's on UU for the sole fact I can use it in more than 1 tier

I just wish Milotic got the same coverage than Gyarado, but on special attack.

I mean... Look at Gyarados movelearn, it is a beast, it can learn moves of almost all the types.
But, and Milotic? Ice, Water, Dragon... Ground(but only phsycal attacks)

Also, every single damn Breloom that thought it could Spore it, and preemptive Sleep Talked Ice Beam kills the mushroom- glorious.

The reason it's not OU is because OU is currently dominated weather, legendaries/psuedos, and the respective abusers and specific counters to each. Milotic doesn't fit into the paradigm.
