Why are water Pokemon so forgettable? There is maybe a handfull of water people I'd ever use in-game. Most of them are just boring looking with God awful stats.

Water is one of the most abundant types in the game next to grass. Though they are some forgettable ones like Corsola.

Just because of the shee number of water types available, of course they'll have the most poor designs.

Not every pokemon can be 10/10 masterpieces.

This. Same with Normal. Flying as well. They all have a shitton of source material from real life flora and fauna, as opposed to, say, a fire Pokemon. A deer or fish with some quirks is much more reasonably done than a flame with a face.

Most water Pokemon seem traced right from the source so they just look...."normal" where Pokemon like Cloyster are somewhat unique looking.
