From a faker's point of view, they try to make the design as convincing as possible, so they only take design elements that we currently know exist. Hence why the fakes get more accurate as we know more stages in the evolution lines (remember the common Froakie prediction was that of a fat king or Sumo)
This new one takes a twist on it's own that doesn't contradict the past designs but also aren't able to be assumed at all. It's not the first time, nor the last that they'll do that. Hence Sceptile with it's tree tail, Blastoise with it's cannons, and pretty much all of Samurott.
