Having a weakness to both Fire and Ground is SUPER common. Nearly every Steel type has that. I bet you think Scizor's typing is bad because it's 4x weak to Fire, don't you?
Resistances matter more. Which, in case you weren't aware, Mawile has a FUCK ton of them.
It can tank. It can't WALL which is probably what you mean, but it can tank. Presumably, assuming that it's defenses only raise to 120 (which isn't a huge raise, and will likely be more), with both it's pre-intimidate and amazing resists, it can come in on any resisted hit perfectly fine, then use both it's priority, and perfect type coverage in Fairy, Dark and Steel to hit everything. It has similar effective defensive capabilities to Heatran, in both style and degree.
Also, NOTHING can counter Dragons. It can, however, check the fuck out of them. Being able to counter something is rare. If you knew what you were talking about, you'd likely know that already.
As for Lucario outclassing it, you're using terms you don't understand.
Lucario is a sweeper. Mawile is a tank, and pivot. By very nature, they're different. Lucario will likely out-damage it with Close Combat, but that's one move, and not something you can rely on.
Also, interesting to note, predicted structures of Mega Mawile have only Heatran as it's only counter, and only a few checks.
