As far as I know, no. Dream World though, has definitely, if you want something similar to events.

It's mostly small jumps like that that you see with event pokemon like that. I can't recall any one or two event moves making a 'mon rise above its actual tier.

Flare Blitz Entei and Weather Ball Raikou come to mind.

Although, having to run specific natures for them is a bummer.

The only legit Chansey that can learn Wish is a very rare event pokemon. Wish is a pretty great move for both Chansey and Blissey, and I really wish I had one :C :C :C

Have you ever rekd a team of OU mons and Ubers with a simple set up like belly drum + substitute+ extremespeed. The only thing i needed to do is encore on a nasty plot or anny other status move. After thet it's a rape train.
