In fact, in R/B, if you picked Charmander, you had your first block already in the first Gym. So you had to suffer an embarassing loss, then think about where to go and what to catch. So you went back to Viridian Forest to get your Butterfree or whatever.
Thought it was over? The second gym was even worse, regardless of the starter you picked, but Charmander had the lowest chances obviously. So you had to go to that grass near nugget bridge to catch your Bellsprout and try again. You had to THINK.
The same happened in G/S/C pretty much, since the first Gym Leader already had a Pidgeotto. Not to mention the famous Miltank.
After that, everything became piss. FR/LG added Metal Claw to Charmander's movepool. Emerald included a level 70 Rayquaza before E4. I could go on...
