The Pokemon world looks exactly like the real world, with the regions being part of the countries they're based off. Unova is in the USA; hence Surge apparently being from there while still being the 'Lightning American'.

All sources indicate Hoenn being way south of Kanto and Johto with Sinnoh north of that, and Unova and Kalos being on completely different continents altogether.
