You can always get everything in one game (except all Deoxys in 3rd gen). through trading or whatever. And you can get both Kyurem forms in Black 2 or White 2.
Since you only get Venusaurite, for example, that would lock you out of Mega Blastoise or Mega Charizard, unless you can send over the other Mega Stones.
If you can, then it's the same as version exclusive Pokemon (as in, obtainable in one game, through trading). If not, then you can physically not obtain all Pokemon/forms in one game by any means (aside from events), which only happened previously with the aforementioned Deoxys thing in Gen 3.
