Not confirmed but it's common sense.

It was confirmed that they recieved another huge team to help with the development of X and Y.

I'm not an expert on game developing, but you usually don't focus on one project. Gamefreak has been most likely working on it since 2010 as a side project, and after BW was released it gave they enough time to focus on it and put aside one small team for the development of BW2.

Stealth rock now does half the damage. The retyping literally diminishes stealh rock's effectiveness.

However, he will also lose access to an item and need a turn for the transformation to kick in. Plus his ability only effects contact moves. The speed is kind of a big deal but dragon is an awesome type to get. He's a mixed bag. I really can't say how well he'll do.
