On the contrary, Chesnaught resists the key Ground/Rock offensive combo (and joins the whopping 3 mons that already do!), but contrary to Viridion and Breloom for example, Chesnaught has exactly the right stats to wall Ground/Rock attackers all day long.
Obviously, Torterra, the third mon to resist these types didn't make it either, so I'm not gonna say Chesnaught will be good. But so far, I can definitely see a niche it can cover, especially with a useful hidden ability and a bit of extra move pool.
In one thing you're right though: One of the most important things for Chesnaught would be to get enough SpD and HP to take an unSTABed Ice Beam and be able to hit back. That's probably the main problem Torterra had. If Chesnaught gets that, it can wall Ground/Rock and emergency stop any Water mon, hopefully even after switching in on its resist.
Psychic and Fire weaknesses are completely meaningless for its walling capabilties, though.
