With fairy types (and previously with cute pokemon), they've always tried to hit the female demographic. I mean, there's plenty of cutesy Pokemon merchandise and everything, but I don't personally think it all sells well. With fairy types, pretty much every single one is a potential marketing gimmick.
Considering the whole feminism thing going on in the west now, they probably just want to be "oh yeah, we have plenty of things to appeal to female demographics"
