I mentioned this in another thread:
Think of how many Pokemon seem to be crammed into each route, cave and area. Now factor in those that only appear at day/night/morning or during various seasons. Now realize how many low encounter rate Pokemon there will be - stuff with 5% or 1% PLUS ground shaking spots on top of that (which have rare capture rates too).
For all we know, there could be brand new Gen 6 Pokemon in the first few routes that no leaker has encountered yet. In fact, there could be a very good chance of this.
Oh and swarms, don't forget swarms.
