Yes, earthquake hurts both Empoleon and Infernape badly, if it ever lands.
But if Empoleon has any ice type moves he outspeeds and almost definitely 1-hit kills Torterra. His 11 resistances are just generally very valuable as well.
Infernape's status as a sweeper means he's worth using anyway. With fire blast/overheat/flare blitz, he chews through Torterrra's defenses anyway.
