That doesn't happen commonly enough for it to make it obsolete.
At least in wifi-battles with randoms. Maybe smogonfags are that persistent about having their weather up because they can't evade or guillotine or put people to sleep or do any strategic maneuvers besides entry hazards and weather (and even then can't use swift swim or sand veil or that hail one)

Simple. The bigger issue is that there's probably better things you could use your team's mega-evolution on than making your weather starter a better in the late game at the cost of an item that could benefit it during the war.

Besides, playing competitively with pubs over Wi-Fi is retarded anyway, there's no regulation or balance at all. Totally worthless. The only scenes that actually matter are Showdown and IRL tournaments, so the only rules that are worth anything are Smogon's and the rules for those tournaments. Anything else is pointless masturbation.
