Competitively? Only for a few pokémon. If a pre-evo has good enough stats to use eviolite effectively, like chansey or porygon2 then there can be some advantages. Other situations include magneton being faster than magnezone.

But yeah, Eviolite is a really good item, makes stuff like Golbat viable as high as UU.

Some pokemon only learn certain moves in their earlier forms. See: Shroomish and spore, Lombre and Hydro Pump. Otherwise no, there is none.

This is something I always thought GF should address but they never did. Unless you count Eviolite, but that doesn't really make most of them viable.

Some pokemon are better with an eviolite like dusclops and porygon 2 and scyther is pretty good too. Also some pkkemon learn moves that their evos dont so its sometimes good to keep them until they learn that move.

It depends. Scyther and Porygon2 have stats comparable to fully evolved Pokemon and their evolutions are more akin to a different playstyle, Vigoroth is lackluster but decent and lacks a hindering ability, and any wall Pokemon with eviolite will probably function as well as the evolved form (Dusclops and Chansey are prime examples). Also, learnsets.

Other than that? Nothing.

Besides getting moves early, no. The one exception is Sandslash. Look at his base stats compared to Sandshrew and you'll understand why.
