It may or may not be a blessing, that's a lot of base stat that could have been put somewhere else. And unlike the other stats, it only matters if it's high enough, else it's wasted stats that could have made it bulkier or hit harder. It will outspeed a number of things, but it's not fast enough to be able to rely on going first.
