If it works like Technician it makes the various pulse moves turn out like this:
Dark Pulse - 120 BP
Dragon Pulse - 135 BP
Water Pulse - 90 BP
In the case of Water Pulse and Dark Pulse, he's getting a 20% chance to confuse or flinch each time he fires them off.
Water Pulse gets STAB, so that's a whopping 120 BP.
Not bad coming off of 130 special attack.
