Meowstic has a space next to it in the dex, implying it evolves.
There are 450 Pokemon altogether in the 3 dex's combined. Masuda has already said more than 650 Pokemon are available to be caught in each game. So there will probably be some new national dex Pokemon too, many of these won't be seen by the reviewers as there is no official info of where they can be found.
