It isn't, I'm going in assuming that hasn't changed since an immunity essentially means the move doesn't happen (outside of HJK and Ghosts). It's like a move missing or being protected, if the attack does not resolve then the effects generally don't either.

Togekiss and Dragonite have the same base speed, 80. Most Dragonite don't run +speed natures and unless it has lum berry, it can be crippled by Thunder Wave.

Iron Tail can be TM'd Dragonite, Altaria, Rayquaza, Salamence, Garchomp, Dialga. 75% accuracy isn't the best, but it is a Steel move for Dragons that can probably knock out weak-stated fairys with little issue.

There's also Flash Cannon for Kingdra, Zekrom, and Kyruem, but it's a bit weaker at 80 BP but 100% Acc and can cut Spec Def.

But I've always been a sucker for Flinching so the move I was refering too was Iron Head on a Garchomp, though others get it too. 80 BP, 100% Acc, 30% Flinch.
