Think about it. If it were dual-typed, we'd have seen it by now. What's changed between the first two stages and Goodra that would make a secondary typing appropriate besides the ones it could already have had, but doesn't?
It would make sense the other way around: If Goomy and Sliggoo started as something other than dragon, and then gained the dragon typing when evolved to Goodra. Not as much this way unless it's simply Dragon all the way through.
